Apply for Emergency Certificate (EC):
An Emergency Certificate (EC) is a one-way travel document to India. EC can be issued only on an individual’s formal request along with duly filled in the prescribed application form. EC is issued to those citizens of India to whom a new passport cannot be issued.
For the abovementioned services, the applicant has to visit https://mportal.passportindia.gov.in/mission/ and follow the below steps:
a) Click on login or Register to apply for services and fill out the form and then click on Register.
b) You will receive an email for account activation. Click on the activation link, and activate the account.
c) Click on "User Login" and enter the Login Id and Password created during the registration process.
d) Click on the link of the required service.
e) Fill in the form and submit it online.
f) After submitting the form, please email at cons.tirana@mea.gov.in to schedule an appointment
g) On the appointment day, please bring printout of online submitted application form duly signed and affixed with recent colour photographs (with ICAO criteria) along with required documents and the applicable fee has to be submitted at the Embassy on the appointed time

Police report for loss of passport (in original)
Copy of Passport
Other Indian identity cards and copy of valid proof of residence
Fee of 1560 ALL (1370 ALL -service fee + 190 ALL -ICWF)
Three (03) photographs
Duly filled-in Annexure F
Duly filled-in Nationality Verification Form
